Why did the flag appear to wave on the Moon?

Wind did not move the flag: the Moon lacks an atmosphere capable of producing that wind. Astronauts transferred motion to it while handling the pole.

Wind did not move the flag: the Moon lacks an atmosphere capable of producing that wind. Astronauts transferred motion to it while handling the pole. A horizontal support and folds in the fabric gave it a spread-out appearance.

What the footage shows

Twisting and planting the pole also sets the suspended fabric moving. A vacuum removes air resistance, but damping remains within the material and structure. Once motion settles, the flag can retain an uneven shape. A photograph of folded fabric therefore does not establish airflow.

Why a support was needed

On Earth, wind spreads a flag. On the Moon it would hang from its pole without support, so the assembly included a crossbar. Persistent folds contributed to its windblown appearance. Its appearance follows from construction and handling, not unusual lunar weather.

Distinguishing motion from a lasting shape

When assessing footage, note when an astronaut handles the pole and when nobody touches it. Folds can remain in the same positions across images. A rippled outline can therefore be stationary. An explanation must account for the sequence of events rather than just one selected frame.
